My guess is the rest qualify, but Bulgaria and Romania are the only ones I would genuinely be surprised about not qualifying.

I wouldn't count Lithuania out. Western juries will love this, also they get a lot of votes from the Ex-Sovjet countries traditionally. They have qualified almost every year as far as I can think.
