The ABU TV Song Festival 2013 is an Asia-Pacific music festival made by the Asia-Pacific Broadcasting Union (ABU), the non-competitive event will take place on Saturday, 26 October 2013, starting from 20:00-22:00 or 8 pm until 12 am Vietnam time, 15:00-17:00 or 3 pm until 5 pm CET, coinciding with the 50th general assembly of the Asia-Pacific Broadcasting Union (ABU) which takes place between 23 and 29 October 2013.
The festival, which is a cooperation between the ABU and the Vietnamese broadcaster, Vietnam Television (VTV), will show 16 acts from 15 asian countries (Vietnam will have two artists for the festival), including 4 new countries which are Brunei, Iran, Kyrgyzstan, and Thailand that will be making their debut at this year's festival .
The difference between the ABU TV Song Festival and the Eurovision Song Contest is that the former is not competitive, the participants don't required to sing live (Japan's 2012 Perfume used playback, and South Korea's 2012 TVXQ sounded like they use playback too), and cover versions are allowed (Indonesia's entry in 2012 was a song by an Indonesian pop singer Agnes Monica).

Hanoi, the capital of Vietnam and the country's second largest city, will host the festival, and the venue will be the 1901 built Hanoi Opera House, which has a capacity of 600 seats.
Initially, the Vietnam Cultural Friendship Hall was chosen as the festival's venue. The venue was later changed to the Hanoi Opera House which has less capacity than the Vietnam Cultural Friendship Hall (nearly 600 seats in comparison to 1100 seats of the Vietnam Cultural Friendship Hall).
Honestly, i don't like VTV/ABU's decision to change the venue, the Friendship Hall is pretty small already, then the VTV/ABU changed the venue to the more smaller Hanoi Opera House, but i think i can change my mind if they make a great stage, not like the waste of space stage that is the 2012's stage)
