And if Luflee doesn't accept it, what would happen? Would Istanbul be the hosts?

OK it will be in Uusimaa again, let me suggest venues besides Hartwall areena, maybe for semis :
Musiikkitalo (Helsinki music centre)
Sonera stadium
Helsingin jäähalli (Helsinki ice hall)
Barona Areena (that's in metropolitan area Espoo)
