Hardly surprising because Romania is 1) Poor, meaning they have fewer resources (budget, studio time, professional care/coaching) to invest into their songs and 2) the songs that they pick are too incompetent to win (Yodel it, Goodbye, Miracle) 3) Declining interest in Eurovision means that their talented people are less inclined to enroll in participation, decreasing the quality of their National Finals.

They will win eventually, but I *think* it will take a little while before they stumble upon that 1-in-100 entry.
