Is there a ranking based on what percentage of the maximum number of points countries received and which is averaged by year?

I'm sure there is a list of that somewhere. I mean, it cannot possibly not be. Eurovision fans love statistics.
Although I haven't found one at the moment.. :|

The ESC Database has an all time ranking in respect of points from 1957 to 2016:
