I asked them like 2-3 years ago and the response was : mmh it's not popular we don't have enough money to send someone and to host.
Like what bitch, Luxembourg not having money ?
sounds to me like "We don't want to deal with it and that's our excuses".
I can hear the "no money to send someone" cause it's just a broadcaster but if they win, I'm sure the government/banks could give a little help

The reason was that it is too expensive to host (so they did not want to risk it) and also that smaller countries cannot be successful. Reasoning seems to be a bit off there though.
I think if they return, it is just this one time. Now that it is in the Netherlands and it is the 65th edition, but still wouldn’t count on it.

They have a higher population than Malta, San Marino & Iceland who all consistently participate. Even when Iceland was declaring bankruptcy in 2009, they still took part. Luxembourg is supposed to be one of the richest countries in the world, It baffles me how a country that is so intertwined and invested in the EU and european cause, could refuse point blank to take part in something that unites and brings the entire continent together. It's total rubbish that the can't afford it, as you put it, if San Marino can do it, then they can. RTL just simply has 0 interest in Eurovision at all, Germany hosting 2011 didn't bring them back, I doubt the Netherlands hosting will and sadly they wont ever return to Eurovision. I think that much is clear. I will have to see it to believe it.
