Every year the EBU invite one country that has never competed before to compete in ESC. They get a one time offer to try it and then the next year some other country will have a go at it. If one of the invited countries wants to keep competing after their trial run they have to go through the proper channels of EBU membership applications and so on.
Just imagine for instance if we were to have, for example, Argentina 2024, South Africa 2025, Malaysia 2026 and so on so forth. I think this would give some new flavour and spice to the contest.
