If I remember correctly Russia did not confirm officially last year nor in 2016. Maybe that‘s the new policy and we wont hear from
them either until we get the final list from the EBU.

From what I've heard today Kazakhstan is out. Yeah, but let's wait and see for the official word.
But EBU & their reference counsil will decide on the membership of Kosovo in December, and if the vote is involves each EBU member then a simple majority vote may go infavour to debut next year, because their lobby will put pressure on EBU for it.
Regarding on , everything will depend on their JESC results, if Daneliya wins in their first ever debut, then EBU could let them debuting next year too!
The EBU has already said that Kosovo doesn't fulfil the membership conditions so the decision (if this voting happens at all) is pretty obvious. Things won't change in 6 months. Not even sure about 1 year.3.21. The General Assembly shall admit an applicant as a Member if, after a recommendation from the Executive Board, it decides by an absolute majority that the candidate fulfils all the membership conditions.
