Same format as previous editions! You have 2 'hurts' and 1 'heal'. With the 'hurts' points, you can either take away 2 points from 1 country, or 1 point each from 2 different countries. With the 'heal' point, you can add 1 point to 1 country. Once a country reaches 0 points, it is eliminated...
