FYI: FSC February: Lithuania not voting - FSC Mod team decision
According to the FSC Rules a country which does not vote in an edition is placed last on the scoreboard retaining their points. They also get a Warning point for non-voting. Lithuania has not voted in FSC February. The juror informed that he needed a break as a result of the circumstances in the Ukraine-region and the sensitivity of neighbouring countries and people.
The FSC Mod team has considered this special situation, whether to penalize Lithuania in accordance with the FSC Rules or to refrain from imposing sanctions due to the extraordinary circumstances right now.
We have come to the conclusion that neither option is satisfactory in this special case. Placing Lithuania last on the scoreboard would be very harsh in this extraordinary situation but giving no sanctions would also not be fair towards other countries and members in a similar situation who did vote in FSC February (f.ex. Ukraine, Latvia, Estonia, Poland).
In conclusion we have made an executive decision which concerns this case only (a one time only decision which makes for no precedence). Lithuania gets no Warning point, but gets a penalty of 30 points in FSC February and these points will be subtracted from the total points awarded to Lithuania in the voting.
