Searching the database, it appears no. A few have managed 28th or 29th place with such scores in editions when that wasn't last place, such as QuiénDQ 110. Dead last though, the previous record was 65 points (Prasia 122 and Ujedinjeni Gvozd 127).

Mind, there may be examples that I've missed of songs that would have had a higher last place score before another song received a 75% deduction, I don't know.
