I have a feeling it was

11th Serbia, because they have a massive bias advantage (MKD, CRO, BUL, HUN, AUT, SUI)
12th Switzerland, because the performance was much better than expected, one that actually stood out
13th Malta, because she gave a sincere and moving performance

Here is my try:
11. (probably the second most voted Balkan nation of the night, Serbia never fails miserably and the song was good enough to achieve such a result)
12. (I could see this being overrated like crazy by juries because it's Malta being Malta)
13. (Middling result. I guess people liked them better than juries like last year)
14. (This crazy woman probably got a better result than one might think)
15. (Again an average result due to lack of televoting support)
16. (I loved their effort, but somehow I guess it has completely been overlooked Tijana Dapcevic-style)
17. (I don't know where to put them, probably last with juries but people saved them from last place).
18. (Somehow I feel the Swiss could be last for the third consecutive time)
