The Russian NF for 2010 will be similar to the 2008 one, full details to be announced by RTR soon.

more information:

Russian broadcaster in charge of the 2010 Eurovision responsibilities, RTR, have announced the rules for their national selection. It will consist of two phases, and the final has been scheduled on March 7th, where 25 acts will compete to represent Russia in Oslo. Some of them might be invited by the broadcaster to take part in the competition as wildcards.
Between December 2009 and February 2010, the first phase of the Russian national final will take place. In this stage, the submitted materials will be listened to and judged by an internal panel. A total of 25 acts will proceed to the final, second phase of the process, to be held on the 7th of March.

The winner of the national contest will be decided by a combination of jury vote and public vote coming from SMS and web voting. The voting window will span nearly the whole show, as it will start right after the first performance, and will end 10 minutes after the last song is staged.

The 2010 Russian national final could see invited artists participate as wildcards, too. The rules for the national final state that RTR could invite singers that have not formally applied to take part in the competition.

I wonder what the real number will be, after the "oh and this one .. and this one .. and this one" style of the past couple of Russian NFs we've come to know and love. I think the "25 finalists" in 2008 was actually 27 in the end?

Yeah, I always thought that the russion NFs ended up being a rather big mess. So I expect changes to the current rules in the near future.

Sogdiana will NOT participate in the NF but she wants to do it in 2011 or later.
