4. If a country does not vote on time without prior consent being given by the show's host or WorldVision mods
In the semifinal: it will not advance to the final (if they end up in the top 12) and will forfeit their place (i.e. the 13th place country will qualify, then 14th place and so on...);
Sanctions specific to non-voting in Semi finals:
- If a country fails to vote in their allocated Semi-final, they will be issued with a temporary warning. This warning shall remain against the country until the next edition, and will only be removed from their "record" if they vote in the Semi final during the following edition. The removal of the warning will mean that it no longer counts towards the country's cumulative total of sanctions.
- If the country fails to vote in two consecutive Semi finals (i.e. editions), this warning will turn in to a permanent sanction and the country will have to sit out the next edition (see the "second offence" sanction above). However, in terms of the cumulative total of sanctions, this will count as one offence overall.
WorldVision said:2. National/regional selections cannot begin until after the final of the previous contest has ended.
WorldVision said:3. The artist/group chosen to represent your country or region must either:-
- have been born in the country/region,
- be a citizen(s) or a current resident(s) of the country/region,
- or have achieved the majority of their success as an artist/group in the country/region.
WorldVision said:6. The winning country is automatically pre-qualified (PQ) for the next edition's final. In the running order for the semi-finals, any PQ countries will be assigned a semi-final in which they must vote. Failure to vote may result in a warning/sanction.
WorldVision said:12. You may not reveal the names of the artist or group you have chosen to represent you in the next contest until after the current contest has ended.
WorldVision said:13. For public NFs, all voters must be given equal voting rights (i.e. you should include all votes received in the final results). If you are not happy to follow this rule, you can choose a private NF or an internal selection.
14. If a jury decides to hold a public NF, the results of the NF must be withheld from public view until after the official show has begun. The most that can be revealed is a list of points received, without specifying which entry received the points. Violations may result in either a warning or a sanction.
15. Only votes received by PM may be included in your NF results - votes cast in the forum threads cannot be used.
16. Only votes from WorldVision members may be accepted for NFs.
17. Juries may reveal to the public the participants in their NF (for both public and private selections) and the candidates for internal selections. Photos, song titles and artist names can be revealed. However, please refrain from revealing the winner of the selection process until the official show has begun.
18. For internal selections, the most you can reveal publically is the artist. The song must not be revealed to the public under any circumstances. You can also use your country's thread in the Green Room to post hints and clues to the artist if you want to have a little more fun with the public during the NF phase.
19. After you have sent your entry and back-up to the show host, please don't forget to send the NF full results to the mods in either Excel format or via a Scorewiz link.
WorldVision said:14. Please note that if you need to withdraw from a specific edition for whatever reason, you should inform the host by PM before the submission deadline. If you follow this procedure, no sanction will be applied. However, if you miss 2 or more consecutive decisions for any reason at all, please be aware that sanctions will be applied to you according to the sanctions rules below.
WorldVision said:5. The country that receives the most points and takes the first place, has the right to organize the next competition. In the case of refusal, this right passes to the country in second place, then third place, and so on. If the host country is not the winner of the previous edition, they will not have an automatic PQ spot in the final and will instead participate in the semi-finals.

WorldVision said:Artist/group eligibility:
For an artist or group to represent your region, they must satisfy at least one of the below criteria:-
- they must have been born in your country/region,
- they must be a citizen(s) or a current resident(s) of your country/region (temporary stays due to recording new material, touring etc. aren't enough),
- or they must have achieved the majority of their success as an artist/group in your country/region.
** In the case of duos or groups, half of performers must comply with one of the criteria above. For groups with an odd number of members, 1/3 or 2/5 of the members can qualify as long as one of those is the lead vocalist. If in doubt, please ask a mod for advice.
**Featured artists (e.g. David Guetta feat. Sia, Calvin Harris feat. Example etc.) shall be considered as duos for the purposes of this contest so long as the featured artist provides the lead vocals.
7. If a juror of the winning country/region changes his country/region from next edition, he will lose his PQ privilege, i.e. he won't be PQed.
13. Hosts have to send the list of voters to the moderators as soon as possible after the given deadline. Late votes can NOT be accepted.
Replaced by- Take note that it is forbidden to start NF before NF week.
Removed- You need to send full results of your NF to the Mods via PM.
RemovedOne important rule is to avoid revealing any specific details about artists/groups or songs that you are definitely including in your next NF before the final of the current contest is over - please wait until after the current edition is finished before doing this.
