They'd hardly build up this suspense just to announce that they'll withdraw? If they were going to withdraw wouldn't they just put out a statement without any fanfare?

They haven't built any suspense though? I don't think the Armenian delegation has officially said anything regarding 2021,and neither has the broadcaster

well I doubt we will get any news today it's almost midnight in Armenia so it would be strange to announce it so late.

Lol, if there's no info now, assume they will just withdraw. They clearly have other things on their mind. Hard to blame them for it, with the situation going on.
